He considered the holding of such a ceremony by a student think tank as a sign of the high capacity of civil institutions in solving the country's problems and developing people's diplomacy.
Rabiei described Iran-Austria relations as an example of interactions based on culture and peace and pointed out that the choice of Vienna for this meeting was very wise due to the city's history in hosting peace talks and cultural relations.
In analyzing the conditions of today's world, he said:
"The current state of the world indicates a cancellation of historical optimism in recent decades. It seems that the world has returned to disorder and we are witnessing violent and uncontrollable behavior by exceptionalist states."
Rabiei emphasized that the current international systems, including global organizations, have proven ineffective in resolving recent crises, and a prime example is the unethical approach of the major powers towards the Gaza war and the Ukraine crisis.
He also criticized the spread of self-centered nationalism and the unilateral policies of some powers, stating that Europe can play a more independent and normative role in this regard.
Rabiei's proposed solution for the current state of the world is the development of people-centered diplomacy through civil institutions. He stated:
"Civil institutions arising from different societies can create hopeful openings. Perhaps these institutions cannot create a miracle in unequal global relations, but they can play an important role in shaping global public opinion and raising awareness about common issues."
Rabiei emphasized the importance of mutual understanding between Iran and Europe in the new era and said:
"Iran and Europe need a new recognition of each other. Europe, despite all the historical ups and downs, still remains united based on some common norms. In this regard, Iran must also be more aware of the capacities of its civil institutions."
🔺H.E Mr. Wolf Dietrich Heim Speech: Long-standing Relations and Scientific Cooperation
H.E Wolf Dietrich Heim, the Austrian Ambassador to Iran, in his speech, examined the long and rich history of relations between the two countries in the cultural, scientific and diplomatic fields. He referred to the official beginning of relations between the two countries in 1754, 270 years ago, during the reign of Maria Theresa, the Empress of Austria, and said:
"At that time, the Academy of Oriental Studies was established in the scientific, economic and cultural fields."
Heim also referred to the role of Joseph von Hammer-Purgstall, an orientalist and the first translator of Hafez into German, whose works were highly regarded in Europe. He referred to the continuous presence of Austrian diplomats in Iran since 150 years ago and said:
"Austria has had a permanent representative in Iran ever since."
This ceremony was a tribute to the scholars who have striven to understand Iranian culture and provided an opportunity to draw new paths for scientific and cultural cooperation between the two countries. Iran-Austria relations, with the backing of 5 centuries of interaction, still have a lot of potential for expansion, and holding such events can help to further develop this relationship.

Five Centuries of Friendship and Engagement: Commemorating Iran-Austria Relations 🇮🇷🇦🇹
⭕️ The ceremony "Commemorating the History of Cultural and Diplomatic Relations between Iran and Austria with a Focus on the Works of Austrian Iranologists" was held at the Faculty of Law and Political Science of the University of Tehran, with the presence of a group of foreign ambassadors and diplomats residing in Iran from Austria, Denmark, the Czech Republic, Turkey, and Kazakhstan, as well as prominent professors and researchers in the field of international relations.
This meeting, organized by the Nations Diplomacy Think Tank in cooperation with the Austrian Embassy in Iran and the University of Tehran, provided an opportunity to revisit the long-standing relations between the two countries and examine the role of Austrian researchers in introducing Iranian culture and civilization.
🔺At this ceremony, Sayed Mohammad Ali Sayedhanaee, Chairman of the Board of Trustees of the Nations Diplomacy Think Tank, welcomed the guests and emphasized the importance of Iran-Austria relations, saying:
"Iran-Austria relations are among the most stable relations in the history of Iranian diplomacy, which have been formed without tension and based on scientific, cultural, and political interactions. These relations, which have a history of more than 500 years, have been influential not only in the field of politics but also in scientific and cultural fields."
He went on to refer to the historical document of 1552 AD, which was sent by Shah Tahmasp I to the Habsburg family, and considered this connection to be one of the oldest diplomatic interactions between Iran and European countries. He also referred to recent international developments, saying: "In the current sensitive period of the international system, when some new authoritarian powers have emerged, original civilizations and old powers can, away from the current polarizations, refer to their authentic and valuable ancient relations and redefine their relations based on them. Iran, as the oldest civilization in the world, and major European countries, which are the owners of rich civilization, culture, and politics, can, in the current period, launch a new plan to deepen and expand their relations based on the heritage of their ancestors."
🔺Dr. Majid Takht-Ravanchi's Speech: Development of Scientific and Cultural Cooperation
Majid Takht-Ravanch, Deputy Foreign Minister for Political Affairs, in his speech emphasized the importance of developing scientific, cultural, and economic cooperation between Iran and Austria and said:
"Effective implementation of agreements can help strengthen academic and research relations between the two countries, including the exchange of professors and students, the holding of joint scientific and cultural conferences, and the granting of academic recommendations."
He also referred to the tourism capacities between Iran and Austria and, while expressing regret for the decrease in this cooperation in recent years, called for efforts to reverse this trend and revive tourism interactions.
Ravanchi, referring to the cultural commonalities between Iran and Austria, considered traditional Iranian music and Austrian classical music as two world cultural heritages that can be expanded as a basis for artistic and cultural interactions between the two countries.
He considered the most important challenges in bilateral relations to be due to unilateral sanctions by the United States and the European Union, and described these actions as contrary to the principles and rules of international law.
🔻Dr. Ali Rabiei's Speech: People's Diplomacy and the Role of Civil Institutions
Ali Rabiei, the President's assistant for Social Affairs, in his speech, while appreciating the holding of this scientific and cultural meeting, emphasized the importance of the role of civil and scientific institutions in sustainable diplomacy.
