One of the funniest recurring debates to watch is when some criminal gets killed, and someone will say, "But he was committing a crime!" Neither side understands what the other one is getting at, and it's 100% cultural.

You've seen old Westerns were someone is wanted "Dead or alive." But why is that? It's legal to kill the person because he is an "Outlaw". He is literally outside the protection of the law, because he has broken it. His social contract is null and void. Usually for something very severe like murder, rape, or armed robbery. This tradition dates back to old Germany and found a home in the American West.

So in Illinois it's illegal to put barbed wire on your fence because it may hurt the robber, but in Missouri you can shoot him in your living room and have no obligation to retreat. Both states think they are being logical and the other is retarded, and it's because we don't share the same culture.
