The "pre-emptive strike" hypothesis for Barbarossa was Hitler's public-facing propaganda that neo-nazis have been memeing ever since.

"One way in which prior revisionists have tried to demonstrate that the Second World War was Stalin’s war is by arguing that the Soviets were imminently planning an invasion of Germany at the time of Barbarossa, and that therefore Barbarossa was a preemptive war of defense by the Germans. McMeekin is agnostic on this so-called “Icebreaker” hypothesis, calling Soviet deployments of troops to the West in June 1941 “positively breathtaking,” yet acknowledging that there is no proof “that Stalin had already resolved on war” at this time, and accepting that these Soviet deployments were probably in response to “galloping reports of an impending German-led invasion of European Russia.” (In suggesting that Stalin might have been planning to attack Germany, McMeekin cites two supposed speeches from the Soviet dictator. As Professor Mark Edele observes, one of these is a patent forgery, and the other misrepresented and embellished by McMeekin.) McMeekin’s timidity regarding the Icebreaker hypothesis is prudent, given that there is exactly zero evidence in the Soviet or German archives indicating that the Germans regarded Barbarossa as a preemptive strike."

Hitler's attitude toward England changed after it became apparent they weren't going to allow him to take Lebensraum and dominate continental Europe. How could the English trust Hitler to not attack England at a later date even after signing an armistice? He broke every other agreement before that time and invaded country after country.

Operation Sea Lion was Nazi Germany's plan to invade the UK. They simply didn't get around to it before losing the war on the Eastern Front.

Ironically enough, the first great ethnic replacement policy in Europe was attempted by Nazi Germany, who aimed to conquer parts of Poland, Ukraine and Russia in order to remove Slavs and move in Germans.

Japan is in the alliance. The action is also necessary for this side. Tokyo would never get involved with the USA if Russia were still intact at its back. So Russia must fall for this reason too. ... We must also attack Russia to free people. An undefeated Russia is constantly forcing 150 divisions on us, whose men we urgently need for our war economy.... If Russia is defeated, then we can dismiss whole cohorts and build it, arm it, prepare it. Only then can the Luftwaffe attack England on a grand scale.He also says that they planned to attack England after Russia was defeated and the new resources acquired.

As you can see in that last entry, Goebbels said a second reason to attack Russia besides turning Ukraine into a "granary" aka Lebensraum, was to bolster the confidence of Japan to be able to confront the US.

All of those entries prove that at no time did they fear the Russians but rather believed the Russians to be supremely weak and afraid of Germany. It was an underestimation but it proves conclusively that this war was not "pre-emptive" but an act of naked aggression.
