ah so, in my testing i was able to certify it but you have to do it manually the steps are

1. download this app " https://www.apkmirror.com/apk/evozi/device-id/device-id-1-3-2-release/device-id-1-3-2-android-apk-download/ "

2. Use chrome and login to your google account

3. Copy the "GSF" id from deviceid app

4. go here " https://www.google.com/android/uncertified/?pli=1 " and paste your GSF id and hit register

5. wait 30minuts to let it do its thing in my testing it took 45 minutes to certify it may be longer or shorter for you
