There are few locations with big packs. At least those I could see personally. At least in 2-3 locations I identified local people who seems to be compassionate and helpful. Whenever I am in Sittwe I distribute bags of rice so people can cook and feed dogs by themselves.

Other locations I visit by myself with tuk-tuk after office hours.

I am sure there are many more places with desperate dogs. Unfortunately I physically cannot cover all, and just hope for kindness of the people around.

Overall Myanmarians are amazingly kind to street dogs, and treat them as family members. Dogs are very relaxed in the streets, sleeping right in the middle of the roads, and big cars have to go around them.
People in the neighborhood always trying to feed them but it's never enough even in better times. With war when most of people left the town it's even worse.

I guess if I would not feed them -- the population could be much less, and they would not suffer.

So usual ration is rice with dry fish. Dogs love it! And then puppies and moms get some special food on the top....

Street dogs of Sittwe. I keep feeding them daily whenever I am there. But my visits to Sittwe are not regular. So there are breaks in feeding and not many of them survive 😔
I try to focus on puppies more, feeding them with enriched dogs food. It's awfully expensive but I can see the improvement. Such puppies eventually have more chances to be stronger live longer in the pack.

But then "businesses" adding up... Plastic Bottles with yellowish liquid is actually fuel -- you can see the cost written with marker on the plastic chair (it's about 3$ )
