They've been victims(?) to over 20 years of financial abuse from foreign entities, mainly the US. Raising rates could harm global stock markets, but not raising them negatively impacts Japanese citizens.

As mentioned previously, the Fed is also in a tough spot with election conditioning being a top national priority.

It's hard to mark something as absolute (bullish? bearish?), as there are too many economic variables to monitor. I would not stress over it, but the general nuanced consensus about a bullish crypto Q4 seems fair given historical precedence.
