The cipher has been solved! The winner is @Laggyafrican. This was fun, and it went by faster than expected. If I decide to do this again, it'll be a lot harder, maybe even stretching out days or weeks, so contestants can come and go whenever they have free time to try and solve it for more money, of course. 

The cipher was simply encrypted using the "caesar cipher", when decoded, the message would've displayed the following: ("You have successfully decrypted the cipher; send a picture of a swastika to @complied on tele to claim your $200.")
