Outline for the Reconstruction of Japanby Ikki Kita
In Japan, Kita Ikki, an early theorist of Japanese fascism, called for the nationalization of large industries, a limited degree of worker control, and a modern welfare program for the poor. Kita espoused a Japanese form of national socialism; that is, he rejected conventional socialism and argued instead that the Japanese were a international proletariat and all of Japan’s domestic social problems were caused by capitalists at home and abroad who greedily exploited them.

In its historical prospect Kita's political program was for creating a state socialism in a fascistic oriented "socialism from above", as a tool to unite and strengthen Japanese society. His national socialism also contained an element of blut und boden (blood and soil) in that he sought to create a Japanese brand of socialism that accommodated traditional values, emphasizing the common ground between Japan's "national essence" (kokutai) and socialism.
