Originally introduced and cosponsored by Congressman Chris Smith and Congressman Jim McGovern, its passage would mark a crucial step in holding entities connected to Hong Kong accountable and asserting U.S. values and interests in the region. A Senate version of the bill (S.490) was cosponsored by Senator Marco Rubio, Senator Jeff Merkley, and Senator Chris Coons.
