The defenders are the one that choose the battlefield. Attackers cannot choose where the fighting would happen. If you choose to stand and fight in a city - the city will be destroyed.

Did Russia choose to fight in Sudzha in the Kursk Front?

No. They choose to fight in smaller villages and in the countryside as much as they could.

If you cant fight better, and choose to fight in urban areas - then dont complain when the urban areas get destroyed. Fighting in a forest gets the forest destroyed too.

Its all about where you choose to fight.
