Als de tekst van de IHR aangepast wordt moet ie vier maanden voorafgaand aan de International Health Assembly IHA, ingeleverd worden, zo staat in de regelementen in artikel 55.
Als ie daarna wéér wort aangepast geldt die deadline uiteraard nog steeds.
