The power and authority to determine who is the head of government in exile in Washington rests exclusively with the President of the United States."

On November 12, 1943, the U.S. Congress passed Joint Resolution 95 authorizing the Philippine President and Vice President to "continue in their respective offices until the President of the United States shall proclaim that constitutional processes and normal functions of government shall have been restored to the Philippine Islands."

"Yes, but you have all the equipment. For all I know you could start at any moment. I'll have to write you up a ticket and you'll have to pay a fine."
"If you do that, I'll have to charge you with sexual assault," says the woman.

"Have a nice day ma'am," and he immediately departed.
