UNIFIL statement (13 October 2024)

Early this morning, peacekeepers at a UN position in Ramyah observed three platoons of IDF soldiers crossing the Blue Line into Lebanon.

At around 4:30 a.m., while peacekeepers were in shelters, two IDF Merkava tanks destroyed the position’s main gate and forcibly entered the position. They requested multiple times that the base turn out its lights. The tanks left about 45 minutes later after UNIFIL protested through our liaison mechanism, saying that IDF presence was putting peacekeepers in danger.

At around 6:40 a.m., peacekeepers at the same position reported the firing of several rounds 100 metres north, which emitted smoke. Despite putting on protective masks, ifteen peacekeepers suffered effects, including skin irritation and gastrointestinal reactions, after the smoke entered the camp. The peacekeepers are receiving treatment.

In addition, yesterday, IDF soldiers stopped a critical UNIFIL logistical movement near Meiss ej Jebel, denying it passage. The critical movement could not be completed.

For the fourth time in as many days, we remind the IDF and all actors of their obligations to ensure the safety and security of UN personnel and property and to respect the inviolability of UN premises at all times.

Breaching and entering a UN position is a further flagrant violation of international law and Security Council resolution 1701 (2006). Any deliberate attack on peacekeepers is a grave violation of international humanitarian law and Resolution 1701. UNIFIL’s mandate provides for its freedom of movement in its area of operations, and any restriction on this is a violation of Resolution 1701.

We have requested an explanation from the IDF for these shocking violations.

في وقت مبكر من صباح اليوم، رصد جنود حفظ السلام في موقع للأمم المتحدة في رامية ثلاث فصائل من جنود الجيش الإسرائيلي تعبر الخط الأزرق إلى لبنان.

عند حوالي الساعة 4:30 صباحاً، وبينما كان جنود حفظ السلام في الملاجئ، قامت دبابتان من طراز ميركافا تابعتان للجيش الإسرائيلي بتدمير البوابة الرئيسية للموقع ودخلتاه عنوةً، وقد طلبوا عدة مرات إطفاء أنوار القاعدة، ثم غادرت الدبابتان بعد حوالي 45 دقيقة، وذلك بعد احتجاج اليونيفيل من خلال آلية الارتباط التابعة لنا، معتبرين ان وجود الجيش الإسرائيلي يعرّض جنود حفظ السلام للخطر.

وعند حوالي الساعة 6:40 صباحاً، أبلغ جنود حفظ السلام في نفس الموقع عن إطلاق عدة رشقات نارية على مسافة 100 متر شمالاً، مما أدى إلى انبعاث دخان كثيف. وعلى الرغم من ارتداء أقنعة واقية، عانى 15 جندي حفظ سلام من آثار ذلك، بما في ذلك تهيج الجلد ومشاكل في المعدة بعد دخول الدخان إلى القاعدة. ويتلقى جنود حفظ السلام العلاج اللازم.

بالإضافة إلى ذلك، أوقف جنود الجيش الإسرائيلي يوم أمس حركة لوجستية شديدة الأهمية لليونيفيل بالقرب من ميس الجبل، ومنعوها من المرور. ولم يكن من الممكن اكمال تلك الحركة المهمة.

للمرة الرابعة في غضون يومين، نذكّر الجيش الإسرائيلي وجميع الأطراف الفاعلة بالتزاماتهم بضمان سلامة وأمن موظفي الأمم المتحدة وممتلكاتها واحترام حرمة مباني الأمم المتحدة في جميع الأوقات.

إن خرق موقع تابع للأمم المتحدة والدخول إليه يشكل انتهاكاً صارخاً آخر للقرار 1701 (2006). وأي هجوم متعمّد على جنود حفظ السلام يشكل انتهاكاً خطيراً للقانون الإنساني الدولي وقرار مجلس الأمن 1701. إن ولاية اليونيفيل تنص على حرية الحركة في منطقة عملياتها، وأي تقييد لهذا يعد انتهاكاً للقرار 1701.

وقد طلبنا من الجيش الإسرائيلي تفسيراً لهذه الانتهاكات المروعة.

UNIFIL statement (12 October 2024):

Last night, a peacekeeper at UNIFIL’s headquarters in Naqoura was hit by gunfire due to ongoing military activity nearby. He underwent surgery at our Naqoura hospital to remove the bullet and is currently stable. We do not yet know the origin of the fire.

Also last night, buildings in our UN position in Ramyah sustained significant damage due to explosions from nearby shelling.

We remind all actors of their obligations to ensure the safety and security of UN personnel and premises, including avoiding combat activities near UNIFIL positions.

بيان اليونيفيل (12 تشرين الأول 2024):

جرح جندي حفظ سلام الليلة الماضية في المقر العام لليونيفيل في الناقورة باطلاق نار بسبب نشاط عسكري مستمر في الجوار. خضع الجندي لعملية جراحية في مستشفى البعثة في الناقورة لازالة الرصاصة وهو الآن في حالة مستقرة. ولا نعرف بعد مصدر اطلاق النار.

كما لحقت أضرار جسيمة بالمباني في موقع الأمم المتحدة التابع لنا في رامية ليلة أمس بسبب الانفجارات الناجمة عن القصف القريب.

اننا نذكر جميع الجهات الفاعلة بالتزاماتها بضمان سلامة وأمن موظفي الأمم المتحدة ومنشأتها ، بما في ذلك تجنب الأنشطة القتالية بالقرب من مواقع اليونيفيل.

تعرّض المقرّ العام لليونيفيل في الناقورة صباح اليوم لانفجارات للمرة الثانية خلال 48 ساعة، حيث أصيب جنديان من قوات حفظ السلام بعد وقوع انفجارين بالقرب من برج مراقبة، وتم نقل أحد الجرحى إلى مستشفى في صور، بينما يتلقى الثاني العلاج في الناقورة.

انهارت اليوم عدة جدران حماية في موقعنا التابع للأمم المتحدة رقم 1-31، بالقرب من الخط الأزرق في اللبونة، عندما اصطدمت جرافة إسرائيلية بمحيط الموقع وتحركت دبابات إسرائيلية بالقرب من موقع الأمم المتحدة. ظل جنود حفظ السلام التابعون لنا في الموقع، وتم إرسال قوة رد سريع تابعة لليونيفيل لمساعدة الموقع وتعزيزه.

إن هذه الحوادث تضع قوات حفظ السلام التابعة للأمم المتحدة، التي تعمل في جنوب لبنان بناءً على طلب مجلس الأمن بموجب القرار 1701 (2006)، في خطر شديد للغاية.

إن ما حدث يشكل تطوراً خطيراً، وتؤكد اليونيفيل على ضرورة ضمان سلامة وأمن موظفي الأمم المتحدة وممتلكاتها واحترام حرمة مباني الأمم المتحدة في جميع الأوقات. كما ان أي هجوم متعمّد على جنود حفظ السلام يشكل انتهاكاً خطيراً للقانون الإنساني الدولي وقرار مجلس الأمن 1701 (2006).

UNIFIL statement (11 October 2024)

This morning, UNIFIL’s Naqoura headquarters was affected by explosions for the second time in the last 48 hours. Two peacekeepers were injured after two explosions occurred close to an observation tower. One injured peacekeeper was taken to a hospital in Tyre, while the second is being treated in Naqoura.

Today, several T-walls at our UN position 1-31, near the Blue Line in Labbouneh, fell when an IDF caterpillar hit the perimeter and IDF tanks moved in the proximity of the UN position. Our peacekeepers remained at the location, and a UNIFIL Quick Reaction Force was dispatched to assist and reinforce the position.

These incidents put again UN peacekeepers, who are serving in south Lebanon at the request of the Security Council under resolution 1701 (2006), at very serious risks.

This is a serious development, and UNFIL reiterates that the safety and security of UN personnel and property must be guaranteed and that the inviolability of UN premises must be respected at all times.  Any deliberate attack on peacekeepers is a grave violation of international humanitarian law and Security Council resolution 1701 (2006).

UNIFIL statement (10 October 2024)
Recent escalation along the Blue Line is causing widespread destruction of towns and villages in south Lebanon, while rockets continue to be launched towards Israel, including civilian areas. In the past days we have seen incursions from Israel into Lebanon in Naqoura and other areas. Israel Defense Forces (IDF) soldiers have clashed with Hizbullah elements on the ground in Lebanon.

UNIFIL’s Naqoura headquarters and nearby positions have been repeatedly hit.

This morning, two peacekeepers were injured after an IDF Merkava tank fired its weapon toward an observation tower at UNIFIL’s headquarters in Naqoura, directly hitting it and causing them to fall. The injuries are fortunately, this time, not serious, but they remain in hospital.

IDF soldiers also fired on UN position (UNP) 1-31 in Labbouneh, hitting the entrance to the bunker where peacekeepers were sheltering, and damaging vehicles and a communications system. An IDF drone was observed flying inside the UN position up to the bunker entrance.

Yesterday, IDF soldiers deliberately fired at and disabled the position’s perimeter-monitoring cameras. They also deliberately fired on UNP 1-32A in Ras Naqoura, where regular Tripartite meetings were held before the conflict began, damaging lighting and a relay station.

We remind the IDF and all actors of their obligations to ensure the safety and security of UN personnel and property and to respect the inviolability of UN premises at all times. UNIFIL peacekeepers are present in south Lebanon to support a return to stability under Security Council mandate. Any deliberate attack on peacekeepers is a grave violation of international humanitarian law and of Security Council resolution 1701.

We are following up with the IDF on these matters.

يتسبب التصعيد الأخير على طول الخط الأزرق بتدمير واسع النطاق للمدن والقرى في جنوب لبنان، في حين تستمر الصواريخ في الانطلاق نحو إسرائيل، بما في ذلك المناطق المدنية. في الأيام الماضية شهدنا توغلات من إسرائيل إلى لبنان في الناقورة ومناطق أخرى. واشتبك جنود الجيش الإسرائيلي مع عناصر حزب الله على الأرض في لبنان.

كما تعرض المقرّ العام لليونيفيل في الناقورة والمواقع المجاورة للقصف بشكل متكرر.

وهذا الصباح، أصيب جنديان من حفظة السلام بعد أن أطلقت دبابة ميركافا تابعة للجيش الإسرائيلي النار من سلاحها باتجاه برج مراقبة في مقر اليونيفيل في الناقورة، فأصابته بشكل مباشر وتسببت في سقوط الجنديين. ولحسن الحظ، هذه المرة، الإصابات ليست خطيرة، لكنهما لا يزالان في المستشفى.

كما أطلق جنود الجيش الإسرائيلي النار على موقع الأمم المتحدة 1-31 في اللبونة، فأصابوا مدخل الدشمة حيث كان جنود حفظ السلام يحتمون، وألحقوا أضراراً بالآليات ونظام الاتصالات. كما شوهدت طائرة بدون طيار تابعة للجيش الإسرائيلي تحلق داخل موقع الأمم المتحدة حتى مدخل الدشمة.

وبالأمس، أطلق جنود الجيش الإسرائيلي النار عمداً على كاميرات مراقبة في محيط الموقع وعطلوها. كما أطلقوا النار عمداً على نقطة مراقبة تابعة للأمم المتحدة رقم1-32A في رأس الناقورة، حيث كانت تُعقد الاجتماعات الثلاثية المنتظمة قبل بدء النزاع، مما أدى إلى تضرر الإضاءة ومحطة إعادة الإرسال.

إننا نذكّر الجيش الإسرائيلي وجميع الأطراف الفاعلة بالتزاماتهم بضمان سلامة وأمن موظفي الأمم المتحدة وممتلكاتها واحترام حرمة مباني الأمم المتحدة في جميع الأوقات. إن قوات حفظ السلام التابعة لليونيفيل موجودة في جنوب لبنان لدعم العودة إلى الاستقرار بموجب ولاية مجلس الأمن. إن أي هجوم متعمد على قوات حفظ السلام يشكل انتهاكاً خطيراً للقانون الإنساني الدولي وقرار مجلس الأمن 1701.

Joint Statement of UN Special Coordinator for Lebanon Jeanine Hennis-Plasschaert and UNIFIL Head of Mission and Force Commander Lt. Gen. Aroldo Lázaro (8 October 2024)

One year since near-daily exchanges of fire commenced across the Blue Line, initiated by Hizbullah propelling rockets into Shab‘a Farms, in violation of the cessation of hostilities and Security Council resolution 1701 (2006). One year in which far too many lives have been lost, uprooted, and devastated, while civilians on both sides of the Blue Line are left wanting for security and stability. One year in which our repeated appeals for restraint, the protection of civilians and adherence to international humanitarian law, a return to the cessation of hostilities, and a political process anchored in the implementation of 1701 have gone unheeded.

Today, one year later, the near-daily exchanges of fire have escalated into a relentless military campaign whose humanitarian impact is nothing short of catastrophic. With constant Israeli bombardment now part and parcel of daily life in Lebanon, and Hizbullah launching rocket and missile barrages at Israel, far too many people are paying an unimaginable price – with many killed, many more wounded, and hundreds of thousands displaced.

To state the obvious: every missile or rocket launched, bomb dropped, and ground raid conducted pulls the parties further away from the vision set forth in resolution 1701 (2006), as well as from the conditions necessary for the enduring security of civilians on both sides of the Blue Line. What is also clear is that further violence and destruction will neither solve the underlying issues nor make anyone safer in the long run. Quite the opposite. A negotiated solution is the only pathway to restore the security and stability that civilians on both sides so desperately want and deserve. The time to act accordingly is now.

مرّ عامٌ على تبادل إطلاق النار بصورة شبه يوميّة عبر الخط الأزرق، منذ أن بدأ حزب الله بإطلاق صواريخ نحو مزارع شبعا، في انتهاك لوقف الأعمال العدائية وقرار مجلس الأمن 1701 (2006). عام فقد فيه الكثير من البشر أرواحهم واقتلع آخرون من ديارهم ودمرت حياتهم، بينما لا يزال المدنيون على جانبي الخط الأزرق يتوقون إلى الأمن والاستقرار. عام كان التجاهل خلاله هو مصير نداءاتنا المتكررة لضبط النفس، وحماية المدنيين، والالتزام بالقانون الدولي الإنساني، والعودة إلى وقف الأعمال العدائية، والانخراط في عملية سياسية مستندة إلى تنفيذ القرار 1701.

واليوم، بعد مرور عام، تصاعد التبادل شبه اليومي لإطلاق النار إلى حملة عسكرية شعواء ذات كلفة إنسانية كارثية. إذ أصبح القصف الإسرائيلي المستمر جزءًا لا يتجزأ من الحياة اليومية في لبنان، وقيام حزب الله بإطلاق الصواريخ والقذائف تجاه إسرائيل، حيث يتكبد عدد هائل من الناس ثمنًا لا يُمكن تصوره من القتلى والجرحى فضلا عن مئات الآلاف من النازحين.

إن كلّ صاروخ أو قذيفة تُطلق، أو قنبلة تُلقى، أو غارة برية تُنَفّذ، تُبعد الأطراف أكثر عن الغاية المتوخاة من قرار مجلس الأمن رقم 1701 (2006) كما تُباعد بينهم وبين خلق الظروف اللازمة من أجل ضمان الأمن الدائم للمدنيين على جانبي الخط الأزرق. مما لا شك فيه أن زيادة حدة العنف والتدمير لن يحل القضايا الجوهرية ولن يجلب الأمن لأي طرف على المدى الطويل. بل العكس هو الصحيح، إن الحل التفاوضي هو السبيل الوحيد لاستعادة الأمن والاستقرار الذي يتوق إليه ويستحقه المدنيون على جانبي الخط الأزرق. وقد آن الأوان للتحرك في هذا الاتجاه.

UNIFIL is deeply concerned by recent activities by the IDF immediately adjacent to the Mission’s position 6-52, southeast of Marun ar Ras (Sector West), inside Lebanese territory. The IDF has been repeatedly informed of this ongoing situation through regular channels.

This is an extremely dangerous development. It is unacceptable to compromise the safety of UN peacekeepers carrying out their Security Council-mandated tasks.

UNIFIL urgently reminds all actors of their obligations to protect UN personnel and property.

تشعر اليونيفيل بقلق بالغ إزاء الأنشطة الأخيرة التي قام بها الجيش الإسرائيلي بالقرب من موقع البعثة 6-52، جنوب شرقي مارون الراس (القطاع الغربي)، داخل الأراضي اللبنانية. وقد تم إبلاغ الجيش الإسرائيلي مرارا وتكرارا بهذا الوضع المستمر من خلال القنوات المعتادة.

ان هذا تطور خطير للغاية، ومن غير المقبول المساس بسلامة قوات حفظ السلام التابعة للأمم المتحدة أثناء قيامها بالمهام الموكلة إليها من قبل مجلس الأمن.

تذكّر اليونيفيل جميع الجهات الفاعلة بشكل عاجل بالتزاماتها بحماية موظفي الأمم المتحدة وممتلكاتها.

UNIFIL Statement:

Yesterday, the IDF notified UNIFIL of their intention to undertake limited ground incursions into Lebanon.

Despite this dangerous development, peacekeepers remain in position. We are regularly adjusting our posture and activities, and we have contingency plans ready to activate if absolutely necessary. Peacekeeper safety and security is paramount, and all actors are reminded of their obligation to respect it.

Any crossing into Lebanon is in violation of Lebanese sovereignty and territorial integrity, and a violation of resolution 1701. We urge all actors to step back from such escalatory acts, which will only lead to more violence and more bloodshed.

The price of continuing the current course of action is too high.

Civilians must be protected, civilian infrastructure must not be targeted and International law must be respected.

We strongly urge the parties to recommit to Security Council resolutions and 1701 (2006) as the only viable solution to bring back stability in this region.

أبلغ الجيش الإسرائيلي قوات اليونيفيل يوم أمس عن نيته القيام بعمليات توغل برية محدودة داخل لبنان.

ورغم هذا التطور الخطير، فإن حفظة السلام لا يزالون في مواقعهم. نحن نعمل بانتظام على تعديل وضعنا وأنشطتنا، ولدينا خطط طوارئ جاهزة للتفعيل إذا لزم الأمر. إن سلامة وأمن قوات حفظ السلام أمر بالغ الأهمية، ونذكّر جميع الأطراف بالتزاماتها إزاء احترام ذلك.

إن أي عبور إلى لبنان يشكل انتهاكاً للسيادة اللبنانية وسلامة أراضي لبنان، وانتهاكاً للقرار 1701. إننا نحث جميع الأطراف على التراجع عن مثل هذه الأعمال التصعيدية التي لن تؤدي إلا إلى المزيد من العنف وإراقة المزيد من الدماء.

إن ثمن الاستمرار في مسار العمل الحالي باهظ للغاية.

يجب حماية المدنيين، وعدم استهداف البنية الأساسية المدنية، واحترام القانون الدولي.

إننا نحث الأطراف بقوة على إعادة الالتزام بقرارات مجلس الأمن والقرار 1701 (2006) باعتباره الحل الوحيد القابل للتطبيق لإعادة الاستقرار إلى هذه المنطقة.

أجرى الجنرال أرولدو لازارو، رئيس بعثة اليونيفيل وقائدها العام، اتصالات مع الطرفين اللبناني والإسرائيلي، مؤكدا على الحاجة الملحة لخفض التصعيد. وتتواصل الجهود لتخفيف التوترات ووقف القصف.

إن أي تصعيد إضافي لهذا الوضع الخطير يمكن أن يكون له عواقب بعيدة المدى ومدمرة، ليس فقط على أولئك الذين يعيشون على جانبي الخط الأزرق، ولكن أيضًا على المنطقة ككل.

ووفقاً لتقارير السلطات اللبنانية، فقد قُتل وجُرح المئات. تُعَد الهجمات المتعمدة على المدنيين انتهاكاً واضحاً للقانون الدولي.

وتكرر اليونيفيل دعوتها القوية للتوصل إلى حل دبلوماسي وتحث جميع الأطراف على إعطاء الأولوية لحياة المدنيين وضمان عدم تعريضهم للأذى.

من الضروري إعادة الالتزام الكامل بتنفيذ قرار مجلس الأمن الدولي رقم 1701، والذي أصبح الآن أكثر أهمية من أي وقت مضى لمعالجة الأسباب الكامنة وراء الصراع وضمان الاستقرار الدائم.
