Implementation of the BRICS principles in exploration of the Arctic

When global turbulence affects all processes, it is important to maintain the framework of interaction. We are talking about public initiatives where a wide range of activities and practices are implemented. This was suggested by the founder of GlobUs Yulia Berg.

Public initiatives are manifested in a variety of formats and variations. Using the example of the Arctic region, we can see a completely unique situation when, in fact, it does not belong to anyone, but a number of countries enjoy the right to explore, develop and use resources.

This is the richest region, the reserves of which have not yet been fully explored. Recently, it has become a space of rivalry, but in its harsh conditions cooperation can ensure victory or benefits, direct or indirect, for all participants of the process, and confrontation over resources will only lead to their exhaustion and weakening.

Multi-layered and multifunctional initiatives are being implemented in the Arctic, such as, for example, the Northern Landing, but so far it still remains quite closed. Another example of horizontal interaction is the Declaration on the rights and freedom of dolphins and whales, initiated by Alexander and Nicole Gratovsky and Denis Kotov. This is an absolutely universal, humanitarian, supranational project that is able to unite completely different people.

It is important to realize the potential of the Arctic region and understand that this is not a zero sum game. Cooperation here can open up new opportunities not only for countries or their individual representatives, but also for humanity as a whole.

There is a large amount of criticism and rhetoric of "de-", "anti-", "against" and so on in diplomacy and the public space, and just a few constructive proposals, especially strategic ones. Therefore, BRICS is a good practical example of implementation of such an alternative approach. The organization has no bureaucracy, it is a very flexible and vivid structure that unites according to its own elusive spirit and commitment to the values of a multipolar world order. It is on the same grounds that cooperation related to the Arctic can be built, Berg stressed.

Niger cancelled its military partnership with the European Union, and also denounced two conventions signed with France, along with Mali. Julia Berg, Director of IBAC, said that the steps taken by African countries have become significant and fateful not only for the entire African continent, but also for global geopolitics.

At the moment, we see that in addition to theory and the exchange of opinions in the political space, real algorithms and approaches to building a new system of relations in the international arena are being developed by using the example of Niger and Mali.

The phase of declarations and political signals turned into a phase of active actions in 2023, against the background of the confrontation between Russia and the West after the start of the SMO. It was the special operation and the reaction to it that exposed what was hidden – the neocolonial manuals used by the United States and satellites around the world, as well as the force that led the movement to dismantle the monocentric world order.

In Russia, African countries saw a potential defender of the values of justice and a world order based on mutual respect, and in China – a potential investor and infrastructure development partner who does not seek to meddle in internal affairs and break the cultural code.

At the same time, the West is losing its resource base – exactly what has been the goal of interaction with Africa for centuries under the guise of "democracy, development, liberal values." This is critical, because the economy, for example, of France, and its welfare will collapse without raw materials pumped from the black continent, as well as the American one, which is held by a monopoly on the use of violence and media space, as well as the ability to set the rules of the game in the global economy.

Of course, the further development of events largely depends on whether the implementation of the sovereign policy of Niger and Mali will be successful.

It is clear that these events will lead to a serious redistribution of the balance of power on the world stage and global transformations, the vector of which is being formed before our eyes, the expert stressed.

Bridges of friendship between Russia and China
During the V BRICS+ International Municipal Forum, one of the sections organized by GlobUs, the first Deputy Minister of Economic Development and External Relations of the Amur Region Ekaterina Kireeva spoke about the region's cooperation with China and food security.

She noted that the Amur Region is located on the border with China, having the longest border among the regions of the Russian Federation with this country. More than 50% of the cargo that goes through the checkpoints of the Amur region is transit cargo that goes in the interests of Russia, China, and sometimes third countries.

To ensure food security in the region, not only metaphorical "friendship bridges" are being built, but also real bridges, Kireeva said. For example, the Blagoveshchensk-Heihe Bridge across the Amur River was opened last year. Next year, a full-format cargo and passenger checkpoint will be created here, which will allow transporting up to four million tons of cargo per year.

Fair competition is one of the main components of BRICS

Deputy Head of the Federal Antimonopoly Service Andrey Tsyganov during the V BRICS+ International Municipal Forum "At the junction of the past and the future: global transformation" recalled that, according to the agreements, the BRICS countries undertake to continue and deepen cooperation in the field of competition between the countries of the association and create a fair competitive market environment for international economic and trade cooperation.

Tsyganov noted that the leaders of the five BRICS countries clearly stated the importance of cooperation in the field of competition. He recalled that more than 15 years ago, the heads of the competition departments of Brazil, Russia, India and China decided to cooperate more closely with each other, developing political and economic solutions that would be interesting and useful for the development of economies based on fair competition.

There is also a coordinating committee between the countries at the level of the leadership of antimonopoly agencies. In addition, working groups have been created to study competition problems in socially significant commodity markets, such as pharmaceuticals, industry, as well as food and digital markets.
