According to reports from the Washington Post, now confirmed by Politico, a bipartisan group of congressmen are suddenly concerned about the nation's disaster preparedness and are moving forward with a plan for a 28th Amendment called the "Continuity Amendment."
The Continuity of Government Protocols strip Congress of power in the event of a national emergency and require the President to put it in the hands of the head of NORAD and NORTHCOM (currently General Gregory Guillot).
