Since it's the priest's duty to watch over souls they have to make sure that the laity are obeying James 5 where we are told to confess our sins. So it's the Christian's job to submit to the priest and confess their sins to him.

? The Bible clearly teaches that God gave the authority to forgive sins to people like the Apostles, and they in turn "layed hands" (1 Timothy 4:14 & 5:22) show laying on of hands as an ordination to God's service on other men of the faith.

We then see in Acts 1 Peter showed that people have to take the office roles of the apostles later on.

"For it is written in the Book of Psalms, '"May his camp become desolate, and let there be no one to dwell in it'; and "'Let another take his office! (Acts 1:20)

Someone had to become a replacement for Judas (Acts
1:20-26). The Greek word for office in this passage is episkopé, which is where we get the word "episcopate".

Since the apostles (except for Judas) were had office role to forgive authority, that same authority will be passed on to the next person. One might objection, "Doesn't Acts 1:22 say one have to be an eye witness to Christ's resurrection to take on the office of an apostle?" No.

The Greek word "martus" for "Witness" can also mean an ear-witness. It makes no sense that one can only be a bishop with a legitimate office if only they've seen the bodily resurrection of Christ. Proof of this is, Titus was given an office role by St. Paul and he is an overseer/Bishop (Titus 1:1-7) yet he wasn't an eye witness the resurrection. The word "episcopate" is also used in Acts 20:28 & 1 Timothy 3:1 which shows one isn't required to be an eye-witness of Christ's resurrection to succeed the office of the apostles. One only has to be an ear-witness.
