The majority of those who spoke about it have advocated that it is in fact a condition.

Whenever your nafs invites to stinginess with your wealth, just recite Allah's words in Surah al Baqarah 261-74 with a faqīh heart, i.e with proper understanding of the amazing parables and meanings.
