Yesterday, I commented in Arabic with the "After the War" program at the Syrian Television on the prospects for a Syria-Türkiye rapprochement with the diplomatic assistance of Russia. Experts from Syria, Iraq, and Türkiye also took part in the program.

Here are the main points:

- Russia has been making intensive efforts to launch the process of the Syrian-Turkish detente. Among them the facilitation of a four-party meeting of the Foreign Ministers of Russia, Iran, Syria, and Türkiye on May 10, 2023, in Moscow. Whereas the road map for a rapprochement was discussed.

- Moscow considers an Ankara-Damascus rapprochement important right now, amidst the multiple conflicts across the MENA region (war in Gaza, clashes in the Red Sea, confrontation between Iran and Israel, etc.). Facing such circumstances, Russia is not interested in further escalations in the region.

- All above mentioned explains why it is not so important for Russia, where a meeting between Presidents al-Assad and Erdogan takes place. The options include Türkiye (which is the most favorable scenario for the Turkish authorities), Iraq, or a GCC state.

- At the same time, Russia understands that a Syrian-Turkish reconciliation cannot be achieved at any cost, i.e without taking into account the legitimate interests of Damascus. Those imply the full restoration of national sovereignty and territorial integrity of the country, as well as the joint struggle of Russia and Syria against terrorism.

This in turn raises the question of restoring a complete control of the Syrian authorities over the part of the Idlib province, now, remaining under the terrorists' control.

One should also not forget that unlike the military personnel of Russia and Iran, the Turkish army (as well as the Americans) occupies certain parts of Syria without the permission of the Syrian government.

- Despite all difficulties, the Russian side considers a normalization of relations between Ankara and Damascus quite possible, focusing on diplomatic methods in achieving this goal. Which could reduce tensions in the areas located along the Syrian-Turkish border.

- The Russian side has been using the established formats of contacts, including the dialogues between Vladimir Putin and Recep Erdogan and regular trilateral meetings of the leaders of Russia, Iran, and Türkiye on the sidelines of the Astana peace process on Syria.

Remarkably, the Turkish offline participant of the program (!) journalist Deniz Bustani doubted the future visit to Damascus by the leader of the opposition Republican People's Party of Türkiye Özel Özgür to meet with President Bashar al-Assad (which was announced by the Turkish media, allegedly confirming the consent of the Syrian authorities; I already commented on it).

As an argument, Mr. Bustani referred to the lack of need for dialogues with the Turkish opposition amidst the current direct official contacts between the Syrian leadership and Ankara.

Вчера выступил на арабском языке в программе сирийского телевидения "После войны" с комментарием по поводу перспектив нормализации отношений между Сирией и Турцией при дипломатическом содействии России. В программе приняли участие эксперты из Сирии, Турции и Ирака.

Основные моменты:

- Россия ранее уже прилагала усилия, направленные на запуск процесса нормализации сирийско-турецких отношений. Примером служит четырехсторонняя встреча мининдел России, Ирана, Сирии и Турции в Москве 10 мая 2023. На которой обсуждалась дорожная карта по нормализации.

- В Москве считают важным нормализацию отношений между Анкарой и Дамаском именно сейчас, когда Ближний Восток переживает множественные конфликты (война в Газе, боестолкновения в акватории Красного моря, противостояние Израиля и Ирана и т.д.). В этих условиях Россия не заинтересована в дальнейшей эскалации напряженности в регионе.

- В свете изложенного для России не так важно, в каком именно месте пройдет встреча между президентами Асадом и Эрдоганом, в Турции ли (чему были бы рады турецкие власти), Ираке или одной из арабских стран Персидского залива.

- Вместе с тем, в России понимают, что сирийско-турецкое примирение не может быть достигнуто любой ценой - без учета законных интересов Дамаска в полном восстановлении национального суверенитета и территориальной целостности страны, - а также принимая во внимание общую борьбу России и Сирии с терроризмом.

В этой связи встает вопрос о восстановлении контроля сирийских властей над той частью провинции Идлиб, где пока остаются боевики-террористы.

Не стоит забывать и о том, что в отличие от военных России и Ирана турецкая армия (как и американцы) находится на территории Сирии без разрешения сирийского правительства.

- Несмотря на все сложности, российская сторона считает нормализацию отношений между Анкарой и Дамаском возможной, делая акцент на дипломатических методах в достижении данной цели. Что позволило бы в частности снизить напряженность в районах вдоль сирийско-турецкой границы.

- В своих усилиях российская сторона использует сложившиеся форматы контактов, будь то диалог президентов В.В. Путина и Р.Т. Эрдогана или регулярные трехсторонние встречи лидеров России, Ирана и Турции на полях Астанинского мирного процесса по Сирии.

- Примечательно что турецкий офлайн-участник программы (!) журналист Дениз Бустани усомнился в реальности скорого визита в Дамаск для встречи с президентом Башаром Асадом лидера оппозиционной Республиканской народной партии Турции Озеля Озгюра (который анонсировали турецкие СМИ, подтвердив якобы согласие сирийских властей на такую встречу; ранее я комментировал эту новость в своем Телеграм канале).

В качестве аргумента Д. Бустани сослался на отсутствие необходимости в диалоге сирийцев с турецкой оппозицией в условиях наличия прямых официальных контактов руководства Сирии с Анкарой.

Such scenario may either reformat the current proxy confrontation between Iran and Israel/USA or reconfigure it, leading to a significant increase in the US's military presence across the region.

- It may also provoke more frequent and active Israeli strikes on the Shiite militias in Iraq and Syria.

- In sum, those developments could cause another huge escalation of tensions in the Red Sea zone.

A few words about the recent victory of reformist Masoud Pezeshkian at the early presidential elections in Iran (more detailed comments to follow).

- The choice in favor of a reformist candidate suggests that Iranian conservatives (except the extreme wing), enjoying the consent of Supreme Leader Ayatollah Khamenei support a more effective mobilization of society. Which further on should imply not solely the use of the "besieged fortress" syndrome but the revival of public dialogue with technocrats and educated youth as well. In sum, it is about enhancing the internal strength of the regime.

-In the international arena, the presidential rule of Pezeshkian opens up new subjective opportunities to intensify a closed dialogue with the USA on the Iranian nuclear dossier, using the platforms of the IAEA in Vienna, the UN in New York and Geneva, the UAE, and Oman.

The stakes are really high: in exchange for a guaranteed easing and future lifting of the sanctions, the Iranians seem ready not only for making concessions in the context of the national nuclear program but also carrying out reciprocal policy steps.

Regretfully for Russia, such steps could envisage new delays in stapling her bilateral strategic partnership with Iran and even Tehran's more visible neutral stance toward the Ukrainian crisis.

In other words, overcoming technological isolation has always been and remains an absolute imperative and a key element of Iran's national security.

- In the regional arena, Iran is likely to demonstrate neither radical nor substantial changes in foreign policy. This seems to be true at least until reaching a breakthrough in improving relations with the Washington.

Tehran appears to keep the "proxy confrontation" with Israel and the US, maintaining "strategic patience" vs. exploiting the conflicts between Israel and the Palestinians, Israel and the Lebanese Hezbullah, and the West and the Yemeni Houthis.

- Key imperatives of cooperation in the spheres of building & construction, as well as transport and logistics have been stipulated by the Concept of the Foreign Policy of the Russian Federation, dated 31 Mar 2023;

- High importance is paid to using the advantages of Russia's geographical location in Eurasia, with the special attention towards the development of the Northern Sea Route together with the Baikal-Amur and Trans-Siberian Railroads, the North-South corridor, and others;

- Russian companies have been trying to diversify their foreign economic activities through participation in international exhibitions and fairs. Those include the World Tunnel Congress 2024, which was held on 19-25 Apr in Shenzhen, China, and the Rebuild Syria exhibition, scheduled in September;

- Growing prioritization of cooperation within the formats of the Shanghai Cooperation Organization and BRICS is being reflected by the upcoming II International Business Forum "Russia and the World: Development Strategy Until 2040." This event, organized on 22 May, in Moscow at the platform of the Financial University Under the Government of the Russian Federation, implies four country round tables, dedicated to the development of relations between Russia and the BRICS states. Among them are Brazil, China, India, and Iran;

- Despite the anti-Russia sanctions, Arab countries have been demonstrating sincere interest in implementing joint economic projects with Russia. Those include the logistical cooperation between "Rosarom" with the UAE-based DP World Company in terms of using the Northern Sea Route, as well as another ongoing Rosatom's project of constructing the Al-Dabaa nuclear power plant in Egypt;

- Besides, Russia appears to have all necessary potential and capabilities for making substantial contributions to the ambitious national programs of sustainable development, launched by the GCC states (Saudi "Vision 2030," Emirati "4th Industrial Revolution," "Kuwait 2035," and others).
