The Sharh of 'Umdah Al-'Aqāid by Hāfidh ad-Dīn an-Nasafī with the tahqīq of Shaykh Nader Abū Umar

قال ابن عابدين في تكليف الكافر بالعبادات:

في تكليفه بالعبادات ثلاثة مذاهب:

مذهب السمرقنديين: غير مخاطب بها أداءً واعتقاداً.

والبخاريين: مخاطب اعتقاداً فقط.

والعراقيين: مخاطب بهما، فيعاقَب عليهما.

مَوقفُ الإمام فَخر الدِّينِ الرَّازيّ مِنَ السّحر ودَعْوَة الكَواكِبْ - الشيخ عثمان النابلسي.

Imām ar-Rāzī:

"The fourth doubt, how is it possible for Mūsā عليه السلام to command the magicians with to throw their ropes and staff while that is magic, and deception [through that] is disbelief, likewise command such is not permissible?

Answer: The command was conditional and what is implied is: “throw what you wish to throw ‘if you are truthful’” similar to His statement, the Most High: “so come with a sūrah like it” i.e. ‘if you are able to’. Also, when it is set that way to uncover a doubt, it becomes permissible.”
