We are hiring! Call for Trainee at the OSCE Academy
The OSCE Academy in Bishkek is excited to offer recent graduates an opportunity to gain valuable experience in performing varies duties in support of the Academy’s activities. Professional and dynamic team, the provision of opportunities for the acquisition and development of qualifications in an educational institution with an international level of work are the advantages of conducting traineeship at the OSCE Academy in Bishkek.
Key Duties and Responsibilities
• Assists in the execution of established at the Academy procurement procedures, gathers and analyzes supplier data (conducts research to identify potential vendors, analyze their capabilities, and compare pricing and terms), maintains the proper document flow and organized records;
• Helps to prepare various documents (contracts, formal letters, internal orders, internal regulatory documents, etc.);
• Assists in conclusion of service contracts through collaboration with suppliers helping to secure favorable terms and conditions, tracks status and expiration dates of existing contracts concluded by the Academy with different service providers (goods, services);
• Maintains vendor contact databases ensuring up-to-date information and accurate records;
• Performs quality analysis of applicable local legislation and reports to administration accordingly;
• Interacts and provides daily administrative support to the administration and staff of the Academy;
• Assists in organizing of guest visits, public lectures, trainings, seminars and other events at the OSCE Academy;
• Helps schedule meetings, manage correspondence, and digitize paperwork.
• Performs other duties at the request of the administration.
Candidates for this position should meet the following requirements:
• Completed BA degree and/or diploma of higher education in Law with demonstrated legal experience in Kyrgyzstan;
• Experienced PC user (knowledge of MS Office programmes (Word, Excel, etc.);
• Fluency in Russian (written and oral). Fluency in English and Kyrgyz is a strong asset;
• Ability to work independently, to timely implement tasks, communicate effectively and learn fast;
• Excellent analytical skills, experience of working with a large amount of information and documentation within a short period of time, a developed sense of responsibility, demonstrated attention to details, ability to work in a team;
• Experience and knowledge of applicable local legislation.

Под руководством Заместителя директора и специалиста по кадрам ассистент будет работать над следующими задачами:

• Осуществление своевременной регистрации иностранных граждан;
• Оказание помощи студентам, сотрудникам, приглашенным гостям, тренерам, участникам тренинга, выпускникам Академии по вопросам приобретения авиабилетов;
• Осуществление анализа и составление документов (договоров, писем, внутренних нормативных-правовых документов, служебной корреспонденции и пр.);
• Ведение переписки с государственными органами, организациями и партнерами Академии;
• Составление и заключение договоров, соглашений, отслеживание их исполнения, статусов и сроков действия;
• Составление планов, отчетов в соответствии с должностными функциями;
• Выполнение иных поручений по требованию администрации.
Требования:
• Полученная степень бакалавра и / или диплом о высшем образовании;
• Опытный пользователь ПК (знание программ MS Office (Word, Excel и др.);
• Владение русским и английским (письменный и устный) языками;
• Знание кыргызского языка является преимуществом;
• Умение работать самостоятельно, в срок выполнять поручения;
• Легкая обучаемость, развитое чувство ответственности, коммуникабельность и умение работать в коллективе;
• Отличные аналитические способности, опыт работы с большим объемом информации и документации в сжатые сроки;
• Опыт работы в соответствующих сферах приветствуется.

CAREC Institute Announces Call for Applications for Visiting Fellow Program

This program, supported and financed by the Asian Development Bank (ADB), provides scholars from ADB member countries with the opportunity to conduct research on critical issues in the CAREC region.
Launch of OSCE E-Learning Course on Renewable Energy, Energy Transition and Energy Efficiency in Central Asia
Central Asia, with its untapped renewable energy potential, can make a major contribution to the green energy revolution. To meet this potential, Central Asian countries have prioritized the need to invest in an enabled workforce. Against this background, the OSCE has launched an E-learning course "Renewable Energy, Energy Transition, and Energy Efficiency in Central Asia" in partnership with the Kazakh-German University (DKU).
This E-learning initiative seeks to equip participants with foundational knowledge in renewable energy, energy transition, and energy efficiency within the context of Central Asia. While it places a particular emphasis on the technical, legislative, economic, and financial dimensions of renewable energy development in the region, it also addresses the crucial issue of gender equality by empowering women to actively engage in the energy sector.
This comprehensive E-learning course is available in both English and Russian, catering to individuals with varying levels of expertise in Central Asian energy dynamics. Comprising five sections, each housing four modules, the course offers participants the flexibility to complete the training at their own pace, with an estimated time investment of 12 to 15 hours.

- The world still produces more workforce for fossil fuels than for renewable energy industries. Many universities are failing to decarbonize their educational programs and meet the growing demand for a clean energy workforce.
- The authors reviewed 18,400 universities in 196 countries and found that 68% of the world’s energy educational degrees are focused on fossil fuels, and only 32% on renewable energy.
- Renewable energy education remains greatly underfinanced at the global level compared to education in fossil fuels. Without urgent reform, сarbon lock-in in the global energy education system may have a detrimental impact on the energy transition.
- With a career lasting 30-40 years, obtaining a fossil fuels education creates a risk of long-term carbon lock-in and stranded skill sets among graduates.

EXECUTIVE SUMMARY
Uzbekistan relies heavily on water resources and its agriculture sector, yet it faces rising challenges from emerging threats like water scarcity and climate change. The agricultural landscape, particularly with regards waterintensive practices such as cotton cultivation, is confronting unprecedented challenges. Arid conditions, limited adaptive capacity, low economic development, and significant dependence on agriculture make Uzbekistan very vulnerable. As the country addresses these challenges, implementing effective water management policies and sustainable agricultural practices is crucial. This involves incorporating innovative water management techniques and prioritizing water-sensitive approaches. The main objective of this policy brief is to contribute to effective and efficient water management techniques in Uzbekistan, particularly within the context of cotton cultivation, emphasizing their pivotal role in fostering sustainable and adaptable agriculture.
About the author
Zafarjon Sultonov is a Fulbright Visiting Scholar at the Department of Earth, Environmental, and Geospatial Sciences, Lehman College, the City University of New York (CUNY). His research focusses on environmental issues, particularly the sustainability of water management and the impact of climate change on Central Asia, with a specific emphasis on the challenges related to the decline of the Aral Sea. Zafarjon holds a master’s degree in Economic Governance and Development from the OSCE Academy and a bachelor’s degree in Economics from the Tajik State National University
