Imām al-Kawtharī writes:

“My advice to all Muslims across the lands is that if rulings are to be enforced among them contrary to what Allah has legislated, they should remain steadfast upon the Shari‘ah of Allah, glorified be He, in their personal affairs without seeking judgment from the Taghūt, even if the Muftis issue fatwas for them… "No harm will come to you from those who have gone astray if you are guided."”

Imām Al-Kawtharī said:

“The accusation being from the people of misguidance for saying that the committer of major sin is under the Will of Allāh, if He wills, He will forgive him, and if He wills, He will punish him’ came only from the Mu’tazilah, the Khawārij, or from those who walked their path while he was unaware [of the truth]. Ibn Abī Al-’Awām Al-Hāfidh narrated, from Ibrāhīm bin Ahmad bin Sahl At-Tirmidhī, he from Al-Qāsim b. Ghassān Al-Marwazī Al-Qādhi, he from his father, he from Muhammad bin Ya’la Zanbur, he from Abu Hanifah, he said, Ibrahim said, ‘to us narrated ‘Abd Al-Wāhid b. Ahmad Ar-Rāzī in Makkah, to us narrated Mūsā bin Sahl Ar-Rāzī that Bašhār bin Qīrāt said [all this on the authority of Imām Abū Hanīfah]: “‘Alqamah b. Marthad and I entered upon ‘Atā b. Abī Rabāh. So we said to him: ‘O Abū Muhammad! In our country, there is a people who dislike it when we say: ‘We are believers.’’ Then both of them said, ‘Atā said: ‘And why is that?’ He (‘Alqamah) said: ‘When we say, we are believers; they say that we have stated to be from the people of paradise (i.e. we have confirmed it and made the judgment).’ Upon this ‘Atā said: ‘Say that you are believers, but you are not from the people of paradise, because [the news of that] are not received from a close angel, nor from a sent Prophet, but from Allāh. He has the judgment, if He wishes, He will punish them, and if He wishes, He will forgive them.’ Thereafter ‘Atā said: ‘O ‘Alqamah! Your people were called Ahl As-Sunnah until Nāfi’ b. Al-Azraq [came], for he is the one who called them Murji’ah.’ Abu Al-Qāsim said, ‘My father said that he would name them Murji’ah due to what has [been mentioned in a narration that] reached us, [in which] he spoke to a man from Ahl As-Sunnah. So he said to him: “Where do you see the disbelievers in the Hereafter?” The person answered: “In the Hellfire.” Then he asked: “Where do you see the believers in the Hereafter?” He said: “The believers are of two types: The obedient God-fearing believer, he is in Paradise. And the sinful disobedient believer; his state is relegated to Allāh. If He wishes, He will punish him, and if He wishes, He will forgive him due to his faith.” So he said: “So where do you see him then?” The person answered: “I don’t assign any place for him, rather I delay (Urji’u) [and relegate] this matter to Allāh.” So then Nāfi’ said: “Then you are a Murji’i’!” (Both quotes are in Fadhāil Abī Hanīfah, 132). Therefore, the one who names Ahl As-Sunnah ‘Murji’ah’, then he has followed Nāfi’ bin Al-Azraq the Khārijī, the one who was of the opinion that the one who commits a major sin will be in hellfire [forever].“

Imām Al-Kawtharī said:

“Al-'Ālim wa Al-Muta'allim [...]

Ar-Risālah [...]

Al-Fiqh Al-Akbar Riwāyah Hammād [...]

Al-Fiqh Al-Akbar Riwāyah Abū Mutī' [...]

And Wssiyyah [...]

These works are the foundations for our scholars when it comes to understanding the correct creed that the Prophet ﷺ and his companions Al-Ghirr Al-Mayāmīn and those who came them from Ahl As-Sunnah were upon.“
