The Quebec protocol proposal is almost ready. Before formally announcing it, we’d like your feedback on one optimization to Adaptive Issuance: an adaptive maximum issuance bound.

This new bound ties maximum issuance to the staked ratio, preventing future scenarios where a stagnation of global staked tez near the target ratio could result in undesirably high issuance rates.
