A witness said Mahoney was targeted right when he got out of the water by officers who went after him for not having a "beach badge."

Beach badges are reportedly required for admission to Belmar beaches during the summer for $12.

"The police seemed to have targeted him as soon as he stepped out of the water from surfing."

Police say they are conducting a "thorough review" of the arrest.

In July, another boy, aged 10, was sentenced to two years of confinement on charges of concealing the de*th of another.

The 11-year-old was sentenced to two years in a detention facility after he admitted in court to "playing a role" in Bush's de*th.

The incident was thanks to Hurricane Ernesto which is off the coast in the Atlantic.

The unfortunate owners purchased the 4 bed, 2 bath home in 2018 for $339,000.

The home was built in 1973.

"Large breaking waves, life-threatening rip currents, beach erosion, and ocean overwash are all possible," said Cape Hatteras officials in a news release.
