Why is there a reading section on IELTS?

First, the purpose of IELTS academic is to test whether you could pursue your education in a English-speaking country.? So, it needs to test the skills a student needs. Skimming, finding main ideas, locating information are the few examples of these.

In order to test these skills, the exam writers use different question types. For example, gap filling for testing locating details and matching heading for understanding main idea of a paragraph.
