Statement by Minister Joly on Hong Kong arrest warrants
From: Global Affairs Canada
Statement
December 24, 2024 - Ottawa, Ontario - Global Affairs Canada
The Honourable Mélanie Joly, Minister of Foreign Affairs, today issued the following statement:
“Canada deplores the decision by Hong Kong authorities to issue international bounties and cancel the passports of democracy activists and former Hong Kong lawmakers. Those targeted include Canadians and people with close ties to Canada.
“This attempt by Hong Kong authorities to conduct transnational repression abroad, including by issuing threats, intimidation or coercion against Canadians or those in Canada, will not be tolerated.
“Hong Kong authorities are targeting these people for actions that amount to nothing more than the exercise of freedom of speech by standing up for democracy and human rights.
“These individuals are targeted under Hong Kong’s National Security Law. The UN Human Rights Committee has called for this law’s repeal, since it is incompatible with Hong Kong’s international human rights obligations.
“Canada reiterates its previous calls to repeal the Beijing-imposed National Security Law, to end prosecution of individuals under this law and withdraw all related warrants and bounties.
“Canada will continue to stand with the people of Hong Kong.”

Statement / Déclaration
39 Years Later: Upholding the Promises of the Sino-British Joint Declaration
OTTAWA, December 19, 2024 - Today marks the 39th anniversary of the Sino-British Joint Declaration, a landmark treaty that set the stage for Hong Kong's transfer control by the Government of the People’s Republic of China (PRC) and promised a high degree of autonomy under the "one country, two systems" principle. This agreement was meant to preserve Hong Kong's separate governing and economic systems for 50 years, ensuring its rights and freedoms until 2047.
However, the government of the PRC has steadily eroded these promises, tightening its grip on Hong Kong and undermining its autonomy and democratic principles. This troubling trend has accelerated with the implementation of the 2020 National Security Law and the 2024 Safeguarding National Security Ordinance. These draconian laws have been used to arrest and detain peaceful pro-democracy journalists and activists, stifling free speech, debate, and peaceful protest.
This year has seen further regression, with the sentencing of 45 democrats who participated in lawful election primaries in 2020, and the imprisonment of two Stand News editors, Chung Pui-kuen and Patrick Lam. These actions are part of a broader crackdown on dissent, which also includes the ongoing prosecution of British citizen Jimmy Lai, founder of the pro-democracy newspaper Apple Daily, who has been held in pre-trial custody for almost four years.
As the Canada-Hong Kong Parliamentary Friendship Group, we strongly condemn the imposition of the National Security Law and the Safeguarding National Security Ordinance. We call for the immediate and unconditional release of all political prisoners and urge the Hong Kong and PRC governments to respect the Sino-British Joint Declaration. We advocate for the restoration of the "one country, two systems" regime, which allowed Hong Kong to prosper and provided a model of democratic governance with appropriate checks and balances.

Good Morning,
Today marks the National Day for Truth and Reconciliation, a day dedicated to recognizing and remembering the tragic legacy of residential schools—the missing children, the families left behind, and the survivors of these institutions. This is not just a day of reflection but a call to action, inviting all of us to begin or continue our learning journey by exploring the rich and diverse cultures, voices, experiences, and histories of First Nations, Inuit, and Métis Peoples.
It’s important to recognize that Indigenous people in Canada still face many systemic barriers today—barriers that affect their health, well-being, culture, and traditions. These barriers include ongoing racism, inequality in the legal system, and a lack of access to essential resources like clean drinking water. We must understand that these challenges are not relics of the past; they are very real and present today.
Many people may not realize that the last residential schools in Canada were still open as recently as 1997. This means that survivors of these institutions are still among us, living with the trauma of those experiences. The atrocities that Indigenous people faced—from settlers, government, the church, and society—have caused intergenerational trauma, impacting younger generations in ways that can’t be ignored or forgotten.
The legacy of these historical events still affects Indigenous communities today. These are not issues that belong only to history books; they are modern-day realities. As Canadians, it is our responsibility to not only acknowledge this truth but to actively seek out education and understanding on our own. It is essential to listen to the stories that Indigenous people are willing to share and to support their voices in finding a new way forward.
Today, as we reflect on the past, let’s also commit to taking meaningful steps toward reconciliation—steps that are informed by empathy, respect, and a willingness to learn.
