When reading the book, it becomes clear how Iran missed a historic opportunity and how worried the Americans were about Iran's response before the attack. The Islamic regime's strategic patience handed significant advantages to the Americans.

The plot to assassinate the General was theorized by McKenzie in 2015, became operational in the fall of 2019, and was presented as a serious option to respond to Iranian proxy attacks on Americans by late December 2019. The architect of the assassination plot was McKenzie, the former CENTCOM commander, which is not surprising as such tasks are among the responsibilities of these commanders in the region. McKenzie writes:

Early on December 31, the day we hoped to carry out the attack [on General Soleimani], I went to CENTCOM headquarters. We were waiting for a sign of Soleimani's movement in the morning. Soleimani finally left home and boarded a plane in Tehran, although we were not sure if it was a charter or commercial flight. Soon it became clear that the plane was heading to Damascus. We also realized that the jet was a significantly delayed civilian flight, meaning that at least 50 innocent people were likely on board. I immediately advised Milley that we should not shoot. He and I quickly agreed not to shoot. Our fighters moved away, and the jet began its descent into Damascus. We also withdrew our aircraft from the mission in Yemen. We all took a deep breath and reconsidered our options. There was intelligence indicating that Soleimani would return to Baghdad from Damascus within 36 hours. We still had another opportunity.
