1) if you have an actual computer, going to the Telegram website and downloading the desktop version of TG will get around app store blocks

2) if you are on an android device, uninstall the app from the google app store and go to the Telegram website and download the android TG app DIRECTLY from the TG site.

One way to get around app store blocks on Apple devices is to use the web browser on your device as you would a browser on a computer and access Telegram that way, Telegram does have a web browser version.
