❗️Interview for Russian visa

A personal interview has been introduced to verify the accuracy of information confirming the purpose of the trip to the Russian Federation, as well as the conditions of stay in the Russian Federation.

(The RF Government Resolution of 15.08.2024 No. 1087 amended the RF Government Resolution of 0906.2003 No. 335 "On approval of the regulation on establishing the visa form, the procedure and conditions for its registration and issuance, extension of its validity, restoration in case of loss, as well as the procedure for cancellation of a visa.")

At the same time, these changes do not in any way limit the right of the applicant to additionally submit documents confirming the compliance of the stated purposes of the trip to the Russian Federation, such as, for example: copies of invitations, contracts, work permits, letters of guarantee from the inviting party, return air tickets, as well as other documents confirming the availability of funds for staying in the territory of the Russian Federation and subsequent departure from the Russian Federation. It is important to note that in this case, these confirmations are subject to mandatory review by a consular officer and must be attached to the foreigner's visa documents.

▶️ In addition, a visa will be processed and issued to a foreign citizen located in a state that is not the state of his/her citizenship, provided that he/she has a document confirming permission to reside in this country for more than 180 days. (previously - more than 90 days).

These restrictions do not apply when applying for visas:

⚪️participants in the State Program for Assistance to the Resettlement of Compatriots and Members of Their Families from Unfriendly States;
⚪️for participation in international and domestic official, economic, socio-political, scientific, cultural, sports and religious events;
⚪️for emergency treatment, or due to a serious illness or death of a close relative living in the Russian Federation;
⚪️close relatives of citizens of the Russian Federation (spouses, parents (adoptive parents), children (adopted), spouses of children, full and half siblings, grandfathers, grandmothers, grandchildren).

The arrest of Pavel Durov in France has caused a wide resonance in the world media and has significantly increased interest in Telegram. This case could become a turning point in the growth of the platform’s popularity in Europe, similar to what happened in Russia.

It is interesting to note that one of the first countries where Telegram became widespread was Uzbekistan.

Up until a certain point, messengers like WhatsApp and Viber dominated in Russia. However, Telegram began its ascent after the Russian authorities attempted to block it in 2018 due to Pavel Durov’s refusal to provide encryption keys to the FSB.

This blocking, paradoxically, only increased interest in the platform, turning Telegram into a symbol of resistance and freedom of speech. In conditions of limited access to independent media, Telegram became a main source of information dissemination, especially through channels where users could share news, opinions, and independent analysis. This has led to the messenger becoming a platform for exchanging both public and personal information, quickly gaining the trust of millions of users.

At the moment, WhatsApp continues to dominate the messenger market in Europe. For example, in the UK, Germany and France, this messenger is used by 80-90% of the population. While Telegram has so far demonstrated modest figures: its penetration in the UK is only 3%, and in the Netherlands - 8%. The situation is slightly better in Italy and Spain - 25-32% of the population use Telegram there, but overall in Europe WhatsApp remains the leader by a huge margin.

However, the resonance around Durov's arrest may change this situation, contributing to the growth of Telegram's popularity in Europe. In a situation where users are increasingly concerned about privacy and freedom of speech, Telegram may begin to be perceived as an attractive alternative, especially against the backdrop of negative news related to the authorities' actions against independent digital platforms.

There is a significant part of the population in Europe that is skeptical of government actions, especially when it comes to controlling information and restricting personal freedoms. Durov’s arrest could be perceived as an attempt to suppress one of the last platforms where people can freely express their thoughts. In response, many users may see Telegram as a symbol of resistance against censorship and government control. Such sentiments could lead to Telegram becoming even more popular among those who oppose government interference in their personal and digital space.

Telegram has already established itself as a platform where users can freely express their thoughts without fear of censorship. In countries where information control laws are becoming increasingly strict, Durov’s arrest could be the catalyst that pushes people to seek alternative, freer channels for communication and information.

Pavel Durov left Russia when the government tried to control his social media company, Telegram. But in the end, it wasn’t Putin who arrested him for allowing the public to exercise free speech. It was a western country, a Biden administration ally and enthusiastic NATO member, that locked him away. Pavel Durov sits in a French jail tonight, a living warning to any platform owner who refuses to censor the truth at the behest of governments and intel agencies. The social media app Telegram has over 900 million users around the world. Its founder Pavel Durov sat down with us at his offices in Dubai for his first on-camera interview in almost a decade.

How to benefit from the new Presidential Decree to immigrate to Russia.

By the middle of September 2024, the Russian Government would come up with the list of countries, citizens of which would fall under the Decree.
In case the country of your citizenship is on the list, you would be eligible to apply for a 3-month private entry visa (essentially an immigrant visa, which previously didn’t exist in the Russian legislation). The visa would be issued by the Russian consulate in your country of citizenship upon your request and provision of required application and relevant documents. Unlike other visas, you do not need to have an invitation letter or voucher from the Russian side. Every family member should file for a separate visa

❗️Once you enter Russia, you will have 7 days to register yourself in the place where you stay and 3 months to apply for a 3-year temporary residency permit (TRP) without a quota. Quota used to be the biggest barrier to immigrate to Russia as the process of obtaining a quota required one to personally file it in Russia with a very high risk of being rejected.

3 months that you will have to file for TRP is sufficient time to make the application provided you are properly prepared (preparatory steps will be described below).

Government processing time after filing for TRP is 4-4.5 months. After filing, you can stay in Russia without leaving regardless of the fact that your visa will expire. Temporary residency will allow you to be employed in Russia without a work permit, register as individual entrepreneur to conduct business activity without creating a legal entity (you can establish an entity if required), obtain public medical care. After 8 months from the date you collect temporary residency, you are entitled to apply for permanent (lifetime) residency.

Russian language, history, and law tests are no longer required to apply for temporary residency.

You will have to pass the Russian language, history, and law test only when applying for permanent residency, but you will have almost 3 years to learn the language. In order to apply for citizenship under current laws, you will need to reside in Russia based on permanent residency for 5 years.

❗️Important:

Pre departure actions:
Ensure that all your family members have valid travel passports with enough blank pages to obtain the visa, temporary residency, and temporary resident visa (it’s advisable to have at least 4-5 blank pages)
Do apostil in the country of your citizenship the following documents: birth certificates, marriage certificate, police or background checks.
Apostilled police check has to be requested for each family member over 14 years of age. Its validity for Russian immigration authorities is 3 months from the date of issue. (For USA citizens it’s the FBI background check with apostil done in Washington DC. For UK citizens, it's ACRO report, not DBS).
It is highly advisable to consult with the Russian immigration lawyer as soon as you make the decision, as there are usually quite a few inconsistencies in your documents in the eyes of the Russian immigration authorities.

In case of selling property or other assets, please make sure to keep all the documents confirming the source of the money.
DO not bring your vehicles or precious metals (on precious metals, you will have to pay 30% custom duty)
Money transfers – there is no best solution applicable in all cases. Each case is unique and has to be carefully taken into consideration. It is possible in general.

Please plan everything carefully as it could be a one-way ticket for many as surely your government won’t be happy you are moving to Russia.

Upon arrival, actions
It is very important to secure a place to stay in Russia where the landlord will agree to register you. It should be done within 7 days upon arrival, in case you initially plan to stay in a hotel the hotel will register you but only for the period of your stay.
